Returning to the Old Treasury Building and heading up Spring Street brings you to Eastern Hill, the area selected by Charles La Trobe, Victoria's first governor, for state use in the 1840s. Oozing authority at its summit is the colossal Parliament House (free 50min tours Mon-Fri 10am, 11am, noon, 2pm, 3pm
3.45pm on days when parliament is not sitting), built in stages between 1856 and 1930 on a grassy knoll known as Lovers' Lane. Following the federation of Australia's six colonies in 1901, the first Federal Parliament of Australia took over the building, forcing the Victorian Government to find alternative accommodation in the Royal Exhibition Building, where it remained until 1927.

Metropolitan Melbourne has spread in pulses, each absorbing new areas. The innermost ring now is crowded with a miscellany of factories and shops as well as with many dwellings dating from the 1870s and 1880s. Beyond, beginning about 3 miles (5 km) further lays the area of 20th-century suburbs where early housing styles give way to more recent ones as one moves farther from the city. Townhouses with 19th-century "iron lace" adornment, as well as cramped dwellings, survive in many inner sections. Next, the Edwardian house (principally 1905-1915) and 1920s Californian styles predominate, the latter mainly featuring brick with terra-cotta tiles. Among later bungalow and two-story residences, modern architecture often reminiscent of Los Angeles forms of the 1950s, 1960s, and 1970s is featured in both tract and individually designed houses. High-rise apartments are found in some inner areas, where they replaced substandard dwellings, and in the prime residential sections, Toorak and South Yarra. The suburbs contain landscaped parks and ample sports facilities, including cricket-football fields, tennis courts, and lawn-bowling greens, as well as active social clubs.
